The Libyan Organization Of Policies & Strategies in the 3rd annual forum of 5 + 5 Group
The Libyan Organization Of Policies & Strategies (LOOPS) participated in the 3rd Annual Forum of the Mediterranean think tanks on “Human Development as a Driver of Cooperation in the 5+5 Dialogue”. Members included the countries of North Africa (including Libya) and of southern Europe. The conference was held in the Algerian capital between 25th to 27th June 2018 with the participation of the President of the Maghreb Union, Co-organised by the European Institute of the Mediterranean (IEMed) and the Union for the Mediterranean (UfM) in collaboration with the Algerian National Institute of Strategic Global Studies (NISGS), bringing together more than forty experts and representatives of think tanks and diplomatic institutions from the Member States of the 5+5 Dialogue.
The Chairman of LOOPS, Awad Ibrahim spoke about the challenges of human development in Libya, including the outcomes of education and unemployment and the involvement of youth in armed conflict. He said that the state must intervene and create jobs for these youth in order to keep them away from the economy of war. He also discussed the importance of spatial development and justice in the distribution of resources in order to create employment opportunities for youth in all regions of Libya.
The Chairman claimed that with the escalation of the war and in the absence of the state, increasing amount of young people will engage in this war, which do not know its objectives and those behind it.
The Chairman concluded by saying that there remains light at the end of the tunnel. There are groups of young people working in the fields of technology and entrepreneurship, but they need the proper support and training.
